"Civil liberties and business travel groups have pressed the government to disclose its procedures as an increasing number of international travelers have reported that their laptops, cellphones and other digital devices had been taken -- for months, in at least one case -- and their contents examined.

The policies state that officers may "detain" laptops "for a reasonable period of time" to "review and analyze information." This may take place "absent individualized suspicion."

The policies cover "any device capable of storing information in digital or analog form," including hard drives, flash drives, cellphones, iPods, pagers, beepers, and video and audio tapes. They also cover "all papers and other written documentation," including books, pamphlets and "written materials commonly referred to as 'pocket trash' or 'pocket litter.' "

Confessionis, Lamentations, and the Rite of Lilith are included in the Apocrypha of Lilith.

Erotic cults such as the Vāma-Kālī sect of Tantra, the Carpocratians, Black Madonna, Catholic cults devoted to the Magdalene and Virgin, worshippers of Lilith uncover the most carnal dimensions of ritualized sex. Mankind condemns Lilith by trying to define Her. She is damned and worshipped in print and song. The Legend of Lilith evolves from diverse religious and cultural memes. We first encounter the Lilith mythos in the Alphabet of Ben Sira, the Zohar, and in the Epic of Gilgamesh. Lilith is a primal effigy in ancient religion, and experiences evolutions from archaic goddess to colourless ghost and desert terror.

In the philosophy of the Hebrew Qabalah, Lilith corresponds to the daemon of Malchut in the Qlifot {the World of Shells, or husks). Pertaining to Qabalah every world is a husk of the world above and below. The Qlifot are shells of the dead worlds, and by conquering the fear of the Mystery of Death, the Initiate attains to the Vision of the Wrathful Maiden. Lilith is the arcane archetype of sexual dominance and the fear of Death, the archetypal primacy of Lilith annihilates litanies of inhibitions in the human psyche. Etymological origins of Lilith independent of Jehovian-Semitic templates point to the Sumero-Babylonian Lilû, which translates to ‘a demon equivalent to a male vampire.’ Derived from Sumerian, Lila refers to ‘wind,’ or ‘storm.’ Opting for an Akkadian translation, I suggest Lalu, also Lulu as ‘lecherous,’ and ‘wandering.’

From the Akkadian Lilitû and her Sumero-Babylonian compliments, Ardat-Lili, Idlu-Lili, and Lamaştû, derives the Semitic LYLYT {Lilith}. The Lilitû primarily feasted upon women and children, referred to by the terrified inhabitants of Ur and Babylon as night-ghosts that roamed the deserts away from populace. Pictographs from 800 B.C. to 500 B.C. Babylonia depict “Lilith” in the company of snakes and other abominable animals, keeping with themes of her malevolence in Babylonian pottery, Persian and Jewish amulets and in the Qumran scrolls. The night-ghosts here evolved into the Jehovian mythopoeia seeping into the Christian paradigms of diabolatry. Isaiah 34; xiv in the Vulgate refers to “he-goats,” “hairy monsters,” again carried over from Judaic paradigm. The Vulgate reads; “Et occurrent daemonia onocentauris, et pilosus clamabit alter ad alterum; ibi cubauit lamia, et inuenit sibi requiem.” Isaiah 34; xiv-xv refers to Lilith as the ‘Screech Owl.’ The Serpent in the form of Lilith initiated Mankind, the true Beast with seduction and dark eroticism by providing the forbidden fruit of death to Eve, her female concubine. In her secret initiations with Eve, appearing to Her as a Serpent, Lilith took up the cloak of the primal seductress. Through Eve, Lilith taught Mankind forbidden paths of the Black and Red Serpent ~ of Lust and Love.

The Rite of Lilith is a Tantric and magical ceremony of Chthonic working, as the true archetype of Lilith is sex and death. Lilith is embodied by metaphysical and mystical origins of diverse ancient cultures. Adored and feared by mortals as the Sumerian Lilitu {also the Hand of Inanna}, Babylonian Lamashtû {Daughter of Anu}, Akkadian Ardat-lili, the Hellenistic Hecate, or the Hindu Kali, it is black Lilith whom enshrouds over our eyes the Veil of Death. She is the personification of the Scarlet Woman. Those who transcend psychosexual modes of deviance, and overcome religious memes will breed new paradigms, and a new race, a new psychology, a new code of genetics completely unknown to contemporary Man. Her womb produces only those whose veins retain Her Imperial blood…and hidden words. Man trembles at the thought of the Scarlet Woman as sexual rival. A true initiated Brother sees the Scarlet Woman with Heaven’s eye of blood.

Lilith, in all her mythic emulations, and cultural prototypes, is not here to ‘prune’ the sexual mania of Man. She is here to harvest it! In the seeds of sperm and ovum, the psychosexual and cultural lineage of Lilith retains Imperial Blood. The curse of Ophelia will be known to all Mankind. The Rite of Lilith presents to the reader a device to prospect unexplored, uncharted psychological and religious memes of the Goddess dominant. Lilith’s Rite is a chthonic reenactment of Sumerian and Akkadian mythos, designed to embed in the psyche memes equal to patrilineal religious pantheons, with the sacred feminine as Initiator and Fiat of Mankind’s “salvation.”

The Apocryphal Gospel of Phillip states, “If anyone becomes a child of the Bridal Chamber, he will receive the light. If anyone does not receive it while he is in these places, he will not be able to receive it in the other place. He who will receive the light cannot be seen, nor can he be held. And none can torment him while he dwells in the world. And furthermore, when he goes out of the world, already he has received the truth in images. The word has become the æon, for the æon has become for him the fullness. It is thus; it is revealed only to him. It is not hidden in the darkness and the night, but it is hidden in a perfect day and a holy light.”

{Gospel of Phillip 127}. The psychosexual prototypes and cultural memes of Lilith represent the Chapel Perilous {of the Grail Legend}, the darkness of the womb from whence Man physically and metaphysically emerges. Lilith is the “perfect day and holy light” hidden within the Nightside of Eden, the “darkness and the night” of the bridal chamber. To enter the holy bridal chamber, one must first pass through the nightside brothels of Lilith and Her kin.

Lilith’s Rite functions as an ingress of psychosexual archetypes imbued within Mankind’s consciousness and genetics since the dawn of religion. Religion is latent within the human genetic code. As the initiate progresses through the monologues of the Rite of Lilith, interpolation of archetypes of Lilith emulated throughout the history of ancient cultures {such as Sumerian, Babylonian, and Mesopotamian} occurs within the initiate’s consciousness. The ritualist primes the psyche for an atavistic resurgence of psychosexual prototypes. In essence the Rite of Lilith functions as an atavistic indwelling of Lilith. Equally, the lunar archetype worshipped by the ancients is a gnosis explored by initiating into the dreaming nightside of Lilith/Lilitu. The Rite represents the embrace of instinct, uniting will with causal affect.

The ritualist seeks Lilith through the wilderness and desert isolation, in the caves of primeval darkness and the burial tombs of those dead but dreaming, her forbidden fruits and hidden words are invoked into the ritual garden. The Elder Gods which have traversed the earth since time immemorial, even heed the wisdom of Lilith, for She retains the unbroken darkness of the Abyss and therein its secrets and infinite possibilities. Her reputation has taken on the epitome of the “dark side” of the sacred feminine. The usual precedent when a new religion supplants pagan animism or polytheism, is to invert the previous religion’s deities into antinomian “demons” as that side of their psyche becomes obscured.

While Lilitu has its etymological origins in ancient languages of the Arab world, the name Laylá comes from the word layl meaning “night.” Recall that Lilitu is associated with a night-ghost who roamed desolate places such as the desert. Night represents the Unmanifest. In the Arabian deserts, the night is a reality without boundaries: forms are dissolved, no sand dunes or camels or anything else visible, all is formless, nothing but darkness. This is direct symbolism of the unmanifested aspect of the Divine Nature, God as Unmanifest. Blackness absorbs all light, thus Lilith represents the unmanifest nature of reality, the unmanifest psyche hidden in the blackest depths of Man’s mind.

There are echoes that bear throughout the World’s shadows tales of times remote; tales, who carry the remnants of books long turned to dust, tales, which whisper cryptically of Eve and the Serpent. There are, born in each generation, Men and Women whom awake to memories and ordained knowledge told to them in nightmares. The echoes of Lilith’s hidden words and Her tales are gathered once more before the eyes of lost souls who speak the language of insanity and carnal Lust. Lost ‘mid Truth and Lie, there is a Secret that has no telling: we foreswear all oaths all sacraments to other Gods and Goddesses in Lilith’s name. Her Path is written in blood, blood fresh fallen from her womb, fallen to the opened hearts of mad crones and wrathful maidens, abused women, and downtrodden Brothers of the Holy Grail and the Red Serpent who look beyond both themselves and the Stars in heaven. With Lilith, that which is seen is not that which should be sought.

I Time

Lilith’s Rite must only be performed on the eve’ of the New Moon, or on Samhain {Halloween} night. Never at any other time. The Rite lasts three full days and nights.

II Preliminaries

Purification and consecration: Fast sunrise to sunset seven days and nights prior to Rite. Abstain from any and all sexual activity one full lunar cycle {about 29-30 days} prior to Rite, this is of the utmost importance to the Rite. Keep silent and do not speak one full day and night prior to Rite. Bath ritually at sunset and fast completely one full day prior to Rite.

Increase in Law enforcement?

I live in Rockwall, Texas, which has hardly any crime at all. Rockwall is in the top five most wealthest cities in the US per family income rating. So why would the city decided to hire 85 new police officers? You won't be able to go 5 blocks without seeing one. Huh? Why in the hell is this happening? For what reason have they increased the Law enforcement to such an extent. What are the planning? Has there been an increase Nation wide? If so, I'd like to know.

The basic flaw of the present financial system is that the banks create money as a debt, charging interest on the money that they create. The obligation for the debtor countries to repay the banks money that the banks did not create, money that does not exist, brings about unpayable debts. The Financiers know quite well that it is impossible for these countries to repay their debts, that the present financial system is defective at its base, and that it can only bring about crises and revolutions. But this is exactly what they want!

As Clifford Hugh Douglas, the founder of the Social Credit school, said: "The Money Power does not, and never did, want to improve the money system - its consequences in war, sabotage and social friction are exactly what is desired.". Why?

It is because the Financiers believe that they are the only ones capable of governing mankind properly, and in order to be able to impose their will upon every individual and control the whole world, they invented the present debt-money system. They want to bring every nation in the world to such a state of crisis that these countries will think they have no alternative but to accept the miracle solution of the Financiers to save them from disaster: complete centralization, a single world currency, and a one-world government, in which all nations will be abolished, or forced to give up their sovereignty.

The Trilateral Commission
There are three major economic areas in the world: Europe, North America, and the Far East (Japan, South Korea, Taiwan, etc.). If, under the pretext of having to join forces to be able to face economic competition with the two other economic regions, the member countries of each of these three regions decide to merge into one single country, forming three Super-States, then the one-world government will be almost achieved.

This is exactly what is taking place now, and being promoted by the Trilateral Commission, founded in July, 1973, by David Rockefeller, the chairman of the Chase Manhattan Bank of New York. The official aim of the Trilateral Commission is "to harmonize the political, economic, social, and cultural relations between the three major economic regions in the world (hence the name "Trilateral"). This aim is almost achieved in Europe with the Single European Act that was implemented in 1993, requiring all the member countries of the European Community to abolish their trade barriers, and to hand over their monetary and fiscal policies to the European Commission in Brussels, Belgium. By 1999, all these countries are supposed to share only one currency, the "Euro".

As regards the North American area, the merger of its member countries is well under way with the passage of NAFTA (North American Free Trade Agreement), first between Canada and the U.S.A., ant which later also included Mexico. (By the next ten years, it is supposed to include all of the Americas) There is a strong pressure to force these countries to harmonize their fiscal policies, and as it happened in Europe, economic union will inevitably lead to political union.

In front of these two gigantic economic powers, the countries of the Far East will have no choice but to join forces together and merge, to be able to compete with North America and Europe in the field of international trade.

One-world currency -- the "Mark of the Beast"??

To consolidate their power, the Financiers also want to eliminate every existing national currency, and to install a one-world currency. In the 1970s, Dr. Hanrick Eldeman, Chief Analyst of the Common Market Confederacy in Brussels, unveiled a plan to "straighten out world chaos": a three-story computer located in the administrative building of the headquarters of the Common Market, in Brussels, Belgium. People who work there call it "the Beast". The plan implies a system of digital enumeration of each human being on earth. Thus the computer would give each inhabitant of the world a number to be used for each purchase or sale. This number would be invisibly tattooed by laser (or implanted with a microchip) either on the forehead or on the back of the hand. This would establish a walking credit card system.

And the number could be seen only through infrared scanners, installed in special verification countries or in business places. Dr. Eldeman pointed out that by using three entries of six digits each, every inhabitant of the world would be given a distinct credit card number.

This reminds us strangely of what Saint John the Apostle wrote in the Book of Revelation (13:16-18): "And he (the Beast) shall make all, both little and great, rich and poor, freemen and slaves, to receive a mark on their right hands, or on their foreheads, and that none might buy or sell, unless he carried this mark, which was the beast's name, or the number that stands for his name. Here is wisdom; he that has understanding, let him count the number of the beast. For it is the number of a man: and the number of him is six hundred and sixty-six".

That man will be the Pope of Rome who will be incarnate by Satan as he incarnate the Serpent, a man-like creature, in the garden of Eden, and Judas Iscariot in the days of Christ's flesh. The main title and claim of the Pope is "Vicarivs Filii Dei" which means "In place of the Son of God", or "Substitute for the Holy Ghost". The letters of this title with numeric values in the old Roman system add up to 666. Thus:

Debit cards
A few decades ago, before the invention of computers and microchips, such a system would have seemed far-fetched, a product of science fiction. But now everyone knows about the existence of debit cards with which you can buy anything in stores, without the need to carry any cash on you, the amount of your purchase being debited automatically from your bank account. The avowed goal of the banks is to eliminate all cash, and to force people to use debit cards as the only means of payment.

There is always the risk of losing one's debit card, or of having somebody else illegally use it. So here comes the ultimate solution: to link people personally to their card, so there is no way they can lose it or have it stolen! And there you have it: a micro-computer chip can be implanted under your skin, or a three six-digital unit can be tattooed on your skin...just as described in Saint John's Book of Revelation.

Actually, the mark in the right hand signifies obeying the will, and the mark in the forehead implies receiving the doctrine of the "Beast". The Beast will be the Pope of Rome who will be incarnate by Satan when he is cast down to earth at the close of the Gentile dispensation.

Everything will be in place for a government that wants to control everybody's move, since they will know everything about you: all that you buy, where and when you buy it, who you phone, how much money you have, will all be inscribed on this card. And if, for whatever reason, you are classified as an "undesirable person" or as an "enemy of the State" by the government, they will only have to erase your number from the central computer, and you will no longer be able to buy or sell (and thus be condemned to disappear before long).

The Illuminati
This quest for a world government has been going on for a long time. For example, on Feb. 17, 1953, Financier Paul Warburg said before the U.S. Senate: "We shall have world government whether or not you like it, by conquest or consent." This quest for world domination can be traced back to the creation of the "Illuminati", a secret society, in 1776. Their leader, Adam Weishaupt, wrote out the master plan to bring about the subjection of the whole human race to an oligarchy of Financiers. The word "Illuminati" is derived from Lucifer and means "holders of the light".

As surprising as it may seems, the insignia of the Order of the Illuminati appears on the reverse side of U.S. one-dollar bills. The first time it appeared was in 1933, by order of U.S. President Franklin D. Roosevelt, at the beginning of the New Deal (the name given to Roosevelt's political reforms of that time).

One can read at the base of the 13-story pyramid, the year 1776 (MDCCLXVI in Roman numerals). Most of the people think that it represents the date of the signing of the American Declaration of Independence, but it actually memorializes the foundation of the Order of the Illuminati, which was on May 1, 1776. (Note the Zionist-Communist May Day connection).

The pyramid represents the conspiracy for the destruction of the Catholic Church (and all existing religions"), and the establishment of a one-world government, or a United Nations dictatorship. The eye radiating in all directions, is the "all-spying" eye that symbolizes the terroristic, Gestapo-like, espionage agency that Weishaupt set up to guard the "secret of the Order and to terrorize the populace into the acceptance of its rule". The Latin words "ANNUIT COEPTIS" translate to "Announcing the creation or beginning". Below them, "NOVUS ORDO SECLORUM" translates to a "New secular order" and the year is written in Roman numerals at the base of the Pyramid.

Manly Palmer Hall explained the symbolism otherwise. He said, Annuit Coeptis means "He (NOT the Christian God) has smiled upon our endeavours". The capstone or triangle signifies science, NOT spirituality, and that the scroll underneath, bearing the inscription "Novus Ordo Seclorum" indicates the nature of the enterprise: a "New order of the ages", an order of science and knowledge as opposed to Christian (morality) superstition and fear.

This insignia was adopted by the U.S. Congress as the reverse of the seal of the United States on September 15, 1789. (The obverse side of the seal bears the eagle, which is used as the official seal and coat of arms of the U.S.A., and which is also shown on the reverse side of the U.S. $1.00 bills).

The appearance of this insignia of the Illuminati on U.S., one-dollar bills in 1933 meant that the followers of Weishaupt regarded their efforts as beginning to "be crowned with success," and that they totally controlled the U.S. Government.

The pyramid is a symbol of the Knights Templar of Freemasonry and a Zionist symbol and the Hexgram is used by Royal Arch Masons which is part of York Rite Masonry also a Zionist symbol. The two seals of the "Great Seal" combines symbolism of all Masonic Orders. The Eagle is a symbol of the Scottish Rite of Freemasonry.

Proof the Great Seal is Masonic
First outline the pyramid with a triangle. Now take the pyramid and draw a line under the base of the capstone and extend it left to right extended to the A in ANNUIT and the S in COEPTIS. Now draw lines from the end of this line down to the last O in ORDO so you will finsih the Hexagram also called the Jewish Star of David.

Draw circles around all five letters to which the Hexagram points. These letters make the word MASON. The 32 feathers on the left wing of the eagle signify the 32 degress of the Scottish Rite of Freemasonry. The right wing has 33 feathers for the extra 33rd honary degree and inner head of the Scottish Rite. George Washington himself on the front of the One Dollar Bill was a 33rd degree Scottish Rite Mason. The 9 tail feathers indicate the 9 additional degrees of the York Rite of Freemasonry. There are13 olives and 13 leaves on the olive branches, 13 arrows in the other eagle's claw, 13 stripes on the shield, 13 stars above the eagle in the form of a Hexagram, 13 letters in "E PLURIBUS UNUM", 13 letters in "ANNUIT COEPTIS", 13 rows of bricks in the pyramid. The 33rd degree Grand Lodge of the Scottish Rite of Freemasonry is located exactly 13 blocks north of the White House above an upside down pentagram oulined by the road layout which rests on the White House. The use of the Hexagram and the Pentagram and even the 7 pointed star stems from Jewish Cabalism or mysticism which was adopted from paganism. The placement of the symbols on the American money etc. is no different then to displaying a cross on the back of a one dollar bill. But you will never see these religious symbols removed because the ACLU only attacks what it sees as Christian. Separation of Church and State is a farce. The law requiring the "Separation of CHURCH and State" might as well say "Separation of Christondom and State" because only religions calling themseves "Christian" use buildings called "Church".

Albert Pike was the founder of the KKK and one time leader of the Scottish Rite of Freemasonry Southern Jurisdiction. He himself protested the suggestion that Masonry was Christian and said that "if Masonry was Christian why were most of the people who had possession of it during the early days of the USA Hebrew"?

A Luciferian conspiracy
To say that the Illuminati is a "Luciferian" conspiracy" is not only a stylistic device, but it is literally true, since the leaders of the Illuminati are actually worshipers of Satan, and their final objective is to have the whole world bow down to him. Through his hellhounds, it is Satan himself who continues his revolt against God by endeavoring to foil God's plan on earth, and to snatch from God as many souls as possible.

Just like Satan, the Financiers think that they are smarter than God, and that they are the only ones who can lead mankind properly. The members of the Illuminati are people of every race and creed, but who all lust for money and power.

Recognizing the powers involved
In the conclusion of his book "Pawns in the Game", which denounces the plot of the Illuminati for world domination, William Guy Carr explains what must be done to stop this plot.

First, we must as individuals recognize the spiritual powers involved, and realize that we are not only facing terrestrial powers, but also spiritual ones; that it is basically a fight between God and Satan. We must choose who we will serve, who we will fight for: God or Satan.

Second, we must take practical steps to counteract the plan of the Financiers which, in Mr. Carr's own words, can be done only through a monetary reform: "The electors must insist that the issue of money, and the control thereof, be placed back in the hands of the Government where it rightfully belongs."

The necessity for Social Credit
The prayers and sacrifices to obtain the assistance of Heaven are certainly necessary to thwart the plan of the Financiers. But a technique, a temporal means, is also necessary to thwart the plan of the Financiers. This means is the Social Credit reform, conceived by the Scottish engineer, Clifford Hugh Douglas, the only reform that the Financiers really fear, and that would put an end to their power to control all the nations. ("Social Credit" means social money - money created without debt by society, issued with new production, and withdrawn from circulation as production is consumed - instead of having a banking credit, as it is the case today - money created as a debt by private banks.)

Douglas first thought that once his discovery and its implications would be brought to the attention of the governments and of those in charge of the economy, they would hasten to implement it. But Douglas soon made another discovery: the Financiers, who ruled the economy, were absolutely not interested in changing the financial system, and its flaws and consequences (wars, waste, poverty, social friction etc.,) were absolutely what they desired, and even fostered deliberately, in order to impose their solution of a one-world government. So the Financiers did everything they could to stop and silence the Social Credit idea: a conspiracy of silence in the news media, or deliberate falsification of Douglas's doctrine, in order to render it vulnerable; calumnies and ridicule against the apostles of "Michael". Douglas wrote in his book "Warning Democracy":

"So rapid was the progress made by the Social Credit ideas between 1919 and 1923 both in this country (Great Britain) and abroad, and so constantly did ideas derived from them appear in the pages of the press, that the interests threatened by them became considerably alarmed, and took what were, on the whole, effective steps to curtail their publicity. In this country the Institute of Bankers allocated five million pounds (then the equivalent of 24 million dollars) to combat the 'subversive' ideas of ourselves and other misguided people who wished to thinker with the financial system. The large Press Associations were expressly instructed that my own name should not be mentioned in the public press, and no metropolitan newspaper in this country or the United States was allowed to give publicity, either to correspondence or to contributions bearing upon the subject. In spite of this Canadian Parliamentary Inquiry at which I was a witness (in 1923) managed to expose on the one hand the ignorance of even leading bankers of the fundamental problems with which they had to deal, and on the other hand the lengths to which the financial power was prepared to go to retain control of the situation."

One must not forget to mention here that the best way that the Financiers found to stop the advancement of the Social Credit idea was the creation of political parties falsely bearing the name "Social Credit", to make people think that voting for a new party is sufficient to change the system, whereas what is needed is the education of the people (by having them subscribe to the "Michael Journal"), to force the elected representatives to serve the population, instead of serving the Financiers. Fortunately, all the so-called "Social Credit parties" are dead and buried now, but they did a lot of damage and spread confusion in the minds of the people while they existed.

"The psychological moment"
Douglas predicted that the present debt-money system of the Bankers would become unworkable and fall by itself, because of all of the unpayable debts that it creates. All the countries in the world are struggling with skyrocketing debts and heading for disaster, even though everybody knows these debts can never be paid off. Other factors announce the inevitable fall of the present system: automation, for example, which makes full employment impossible.

Douglas said that "a psychological moment" will come, a critical moment when the population, given the gravity of the situation, and despite all the power of the Financiers, will have suffered their debt-money system long enough, and will be disposed to study and accept Social Credit. Douglas wrote the following in 1924, in his book "Social Credit":

"The position will be tremendous in its importance. A comparatively short period will probably serve to decide whether we are to master the mighty economic and social machine that we have created, or whether it is to master us; and during that period a small impetus from a body of men who know what to do and how to do it, may make the difference between yet one more retreat into the Dark Ages, or the emergence into the full light of a day of such splendor as we can at present only envisage dimly. It is this necessity for the recognition of the psychological moment, and the fitting to that moment of appropriate action, which should be present in the minds of that small minority which is seized of the gravity of the present times."

Louis Even, at the end of an article written in 1970 and entitled "Social Credit, yes - Party, No", repeated this idea of Douglas:

"The Social Crediters of the Michael Journal maintain, along with Douglas, that as regards Social Credit, the most effective work to do is to enlighten the population on the monopoly of financial credit, attributing to it the bad fruits of which it is the cause in the lives of people, of families, of institutions; and, in front of these bad fruits, to expose the doctrine of genuine Social Credit, which is so brilliant and in keeping with common sense. They also endeavor to develop within themselves, and to also radiate, a Social Credit spirit, which is clearly in keeping with the spirit of the Gospel: a spirit of service and not of domination, not of an insatiable pursuit of money or material goods, which is of the same nature - with a less powerful means - as the spirit of the barons of High Finance.

"Whether the collapse of the present financial system, under the weight of its own enormities, or events that have been foretold many times by privileged souls - events one certainly cannot doubt of when one sees the present decadence of moral standards, apostasy, the paganization of affluent nations that used to be Christian - occur soon, in either case, the living or the survivors of those events won't be without a light to establish a social economic system worthy of its name."

The point to remember in all of this is that the present financial system, which creates money as a debt, is the main means of the Financiers to establish a one-world government. Debt finance is the bridge that leads us from a free society to complete dictatorship. And the only thing the Financiers fear, the only thing that can stop them in their plan of world conquest, is the reform of the present financial system, the establishment of an honest debt-free money system, along the lines of the Social Credit philosophy. Then one realizes all the importance of the Social Credit solution, and the importance of spreading it an making it known. This is why Soviet foreign Minister Molotow had said to Dr. Hawlett Johnson, Archbishop of Canterbury, in the 30s: "We know all about Social Credit. It is the one theory in the world we fear."

If I were to tell you that there were plans in place, and indeed already underway in action, written up and implemented by a small group of very powerful people to merge the US, Canada and Mexico into a EU-like super-state, commonly referred to as the North American Union, you would probably respond by calling me a crazy conspiracy nut. Well, call me crazy, but it doesn’t change the fact that it is more true than one can imagine, and is happening right in front of our eyes, hidden in plane sight, and at the highest levels of government and industry.

Yes, I am aware of the fact that this sounds outrageously conspiratorial, and in fact, it is, however, it is a conspiracy on their part to not have the public aware of what is going on. The information related to this plan is all publicly available, however, their plan is to not let us be aware that this information exists in the first place.

So, who are these people and what are the plans? It’s hard to say when exactly it started, since it is conceivably understandable that it is merely an extension of NAFTA and the cross-border agreements over the past many years. However, there are a few key institutions and documents as well as government bodies that are deeply involved in pursuing what they term, “deep integration” between the US, Canada and Mexico.

The US-based think-tank, the Council on Foreign Relations (CFR), made up of top US politicians, corporate executives and media published a document which is readily available from their website, titled “Building a North American Community” (2005). It was co-sponsored by the Canadian interest group, the Canadian Council of Chief Executives (CCCE), a group made up of the CEO’s of Canada’s 150 top corporations, as well as the Mexican equivalent group, Consejo Mexicano de Asuntos Internacionales, made up of Mexico’s top CEOs. The report came out of a new grouping within the CFR, called the Independent Task Force on the Future of North America.

In this report, they detail the direction that all three North American governments should be going in order to achieve this goal of deep integration. Why do they want deep integration? Well, they say that it is necessary for a variety of reasons. First, they cite that it is in the security interests of all three nations, as we all now share, especially the US and Canada, a common security threat, of terrorism. They also claim that it is a response to the challenges in economic security and growth between the countries. Another factor they mention is that it is necessary in order to alleviate the growing gap in economic development between the countries, especially Mexico. The solution they propose to these problems are to continue prospects of a closer military relationship with the US, and bring Mexico into it, looking at security issues as North Americans rather than as separate sovereign entities. It also states that “A new North American community should rely more on the market and less on bureaucracy”. It further directs that we should focus on a “common economic space”. The recommendations of the Task Force are as follows: “Establish a common security perimeter by 2010”, meaning that instead of having borders between lour countries, we should protect the collective North American border around our countries. It also recommends developing a North American border pass. This is in actuality continental ID Card, which they recommend to have biometric identifiers, meaning that it will contain a digital sample of either a DNA sample, fingerprint, retina scan or other equally Orwellian tracking device. This, they explain, is used to create a database of “risk-free” North Americans, to allow them to cross the borders freely, only having to present this “smart card”. It all sounds great and secure, unless of course you’re Maher Arar, and are on a watch list for unknown reasons. The next step, it says, is to develop a “Unified North American border action plan”, which details how all three countries should “harmonize” their actions related to exporting, importing, and to share data about foreign nationals (because we all know the US has perfect data).

They later suggest making NORAD a “multiservice Defense Command”, meaning that they want to expand NORAD’s control from air forces to land and naval defenses as well. They also suggest to “increase information and intelligence-sharing at the local and national levels in both law enforcement and military organizations”. They also explain how part of their agenda is to “spread economic development” into Mexico and raise their standard of living. They further recommend establishing a North American investment fund for infrastructure development, as well as enhancing the capacity of the North American Development Bank.

Then, they come in for another tricky one, by suggesting to “Develop a North American resource strategy”. This is essentially a grab at the Canadian oil sands, which they specifically mentioned in order to make them not only more accessible for foreign corporations and governments, but also to help fuel the continental community. They suggest to create a North American energy strategy, as well as developing Mexico’s energy resources and form a continental resource Accord.

Later on in the report, they mention that we should “adopt a common external tariff”, that “a permanent tribunal for North American dispute resolution” should be formulated much in the design of the WTO, as well as recommending the establishment of a tri-national competition commission to combat unfair prices between the countries and promote healthy competition.

Make no mistake, this affects every sector and every person and every imaginable element of our societies. For instance, in the area of health care, they mention “Biotechnology and pharmaceuticals play a vital role in providing new treatments that improve health outcomes and often reduce costs as well”. They suggest the implementation of a “tested once” policy, where a medical product that is tested once in one country, say for example, Mexico, doesn’t get tested by the US and Canada respectively because it already passed Mexico’s standards, which, they say by 2010, are to be shared standards between all three countries. They later claim that there should also be a process of “integrating protection of food, health, and the environment”. Later, they also recommend creating a North American education program.

In the latter part of the report they suggest forming a North American summit meeting, where the Canadian Prime Minister, and the US and Mexican Presidents all meet up once a year to promote the North American community. They also suggest making a North American Advisory Council made up of “non-governmental” figures, such as people from the business community. Lastly, they suggest forming a North American Inter-Parliamentary Group.

Okay, now that the report has been analyzed, (and please go to the CFRs website, download it and read it for yourself), I will examine who is behind the report and how far along it has come into being implemented. At the end of the report they give a list and biography for all of the Task Force Members. They include, Heidi S. Cruz, an energy investment banker with Merrill Lynch, after leaving the White House where she worked for Condoleeza Rice as the Economic Director for the Western Hemisphere of the National Security Council, and before then worked as an investment banker with J.P. Morgan Chase. Nelson Cunningham, a managing partner of Kissinger McLarty Associates, a law firm jointly run by former Secretary of State Henry Kissinger. Cunningham used to serve in the Clinton White House as Special Advisor to the President for Western Hemisphere Affairs. Thomas P. d’Aquino, the CEO of the Canadian interest group, the Canadian Council of Chief Executives (CCCE), used to serve as Special Assistant to the Prime Minister. Wendy K. Dobson, a professor at University of Toronto, former President of the C.D. Howe Institute (a pro-big business think tank in Canada which has published a number of papers on North American “integration”), and was also Associate Deputy Minister of Finance. Currently, she is Vice Chair of the Canadian Public Accountability Board and is on the boards of several corporations. Richard A. Falkenrath is a fellow at the Brookings Institution, formerly served as Deputy Homeland Security Adviser at the White House, and currently is also a security analyst for CNN. Gordon D. Griffin, former US Ambassador to Canada (1997-2001), and currently sits on many corporate boards. Allan Gotlieb, former Canadian Ambassador to the US, as well as Undersecretary of State for External Affairs and Chairman of the Canadian Council, also currently sits on a number of Canadian and US corporate boards. Michael Hart, from Carleton University in Ottawa, a former official in Canada’s Department of Foreign Affairs and International Trade. Carla A. Hills, Vice Chairman of the US-based Council on Foreign Relations (CFR), previously served as an Ambassador, Secretary of Housing and Urban Development, as well as being in the US Justice Department. Pierre Marc Johnson, former Premier of Québec, currently Professor of Law at McGill University and adviser to the UN. James R. Jones, former US Ambassador to Mexico as well as Congressman, and Chief of Staff to President Lyndon B. Johnson. Chappell H. Lawson, the Project Director of the Task Force, is a political science professor at MIT, and before then served as Director for Inter-American Affairs on the National Security Council. Another recognizable name is John P. Manley, former Deputy Prime Minister of Canada, having also held positions in government in industry, foreign affairs, and finance. He helped negotiate the Smart Border Agreement with US Secretary of Homeland Security, Thomas Ridge, right after 9/11. Doris M. Meissner has worked as a senior official in the US Department of Justice during the Nixon, Ford, Carter and Reagan administrations. She returned to government during the Clinton years. Thomas M.T. Niles was former US Ambassador to Canada, to the European Union as well as having served as Assistant Secretary of State for Europe and Canada. And of course, Robert Pastor, currently director of North American Studies at American University. He has previously served as Director of Latin American Affairs on the National Security Council.

Now this is by no means a full list, however, a mere sampling presents a common disturbing fact, that all the people involved in this seem to be very close to high places in government. To see what corporations are represented by the Canadian Council of Chief Executives (CCCE), visit their website where they present a full list. However, a partial list includes the CEOs of Shell Canada, Imperial Oil, Bank of Nova Scotia, Bell Canada, BMO Financial Group, Bombardier, CAE Inc, CPR, CIBC, CN, Canadian Chamber of Commerce, CanWest Global Communications Corporation, Dow Chemical Canada, Ford Canada, Hewlett-Packard Canada, General Electric Canada, General Motors Canada, Honda Canada, Home Depot, HSBC Canada, IBM Canada, Imperial Tobacco Canada, Kodak Canada, Manulife Financial, Maple Leaf Foods, Mitsubishi Canada, Microsoft Canada, Nortel Networks, National Bank of Canada, Power Corporation of Canada, Petro-Canada, Quebecor Inc, Rogers Communications, Royal Bank of Canada, SNC-Lavalin Group, Sun Life Financial, Suncor Energy, TD Bank Financial Group, TELUS, Toyota Canada, TransCanada Corporation, Xerox Canada and Yellow Pages Group. This, again, is not a full list. Other Canadian groups that have published publicly available reports (downloadable online at their respective websites), on the issue of North American “deep integration” or the North American Union, include the C.D. Howe Institute and the Fraser Institute. Now, when you realize that Canada’s largest media corporations, particularly CanWest Global Communications (National Post, CH/Global TV), Quebecor Inc, and Bell Canada, it certainly can be explained as to why we do not know about any of this, or why it isn’t published in our newspapers.

So how far along has this plan actually come? Well, upon investigation, it has come along surprisingly well with full government support and no public oversight. The recommendations laid out in the report are underway. An advisory council was appointed, they are known as the North American Competitiveness Council (NACC), made up of representatives from leading businesses in Canada, the US and Mexico. The minutes of their meetings are available from their website. They mention how they met on August 15, 2006, in the offices of the United States Chamber of Commerce. Their job is to come up with “suggestions” on how to better integrate the North American economies in such a way that it will be economically secure and beneficial. I’m sure that none of the corporations involved will seek to profit themselves. The participants from this meeting included top corporate executives from Lockheed Martin (the world’s largest military corporation), the Canadian Council of Chief Executives, Manulife Financial, Whirlpool, General Motors, NBC Universal (owned by General Electric), Council of the Americas, Merck & Co. (large pharmaceutical corporation), Suncor Energy, Canadian National railway Company, Chevron, Campbell Soup Company, New York Life Insurance Company, Wal-Mart, For Motors, U.S Chamber of Commerce, Bank of America, Bell Canada, UPS, FedEx, Home Depot and the Bank of Nova Scotia.

How about the goal of having the leaders of each country meet once a year? Well it turns out, that started the year that the report was published, in 2005. It’s called the “Security and Prosperity Partnership of North America” (www.SPP.gov), and it was launched in March 2005, “as a trilateral effort to increase security and enhance prosperity among the United States, Canada and Mexico through greater cooperation and information sharing”, according to the US government’s website set up for this program. In 2005, U.S President George W. Bush met with Mexican President Vincente Fox and Canadian Prime Minister Paul Martin in Texas, where they all signed on to the SPP initiative. As part of their press release and joint statement they claim that it is designed to “implement common border security and bioprotection strategies”, to “implement a common approach to emergency response”, as well as “Implement improvements in aviation and maritime security, combat transnational threats, and enhance intelligence partnerships”, “Improve productivity through regulatory cooperation to generate growth”, and of course, to “Promote sectoral collaboration in energy, transportation, financial services, technology, and other areas to facilitate business”. Later in the year, a publicly available “Report to Leaders” on the Security and Prosperity Partnership (SPP) was written up and signed by the following people: Michael Chertoff (US Secretary of Homeland Security), Condoleeza Rice, Carlos Gutierrez (US Secretary of Commerce), their Mexican counterparts, as well as Canadian representatives including (interestingly enough), David Emerson (former Minister of Industry), Anne McLellan (former Deputy PM and Minister of Public Safety and Emergency Preparedness), as well as Pierre Stewart Pettigrew (former Minister of Foreign Affairs).

The leaders of the three countries again met in 2006, this time in Mexico, again in March, where Bush, Fox, and then current Canadian PM Stephen Harper signed another agreement for the SPP. Another report was also made for the leaders on the implementation of the SPP, written up by the same US representatives from the previous report, as well as their Mexican counterparts, and this time, with a new Canadian membership, including Maxime Bernier (Minister of Industry), Stockwell Day (Minister of Public Safety) and Peter MacKay (Minister of Foreign Affairs). Next month, the three leaders are again scheduled to meet up, this time, in Canada. Now keep in mind, this has not been declared a treaty, which is why the Canadian Parliament and American and Mexican Congresses have not provided oversight nor is it common knowledge among all three countries. This is so because it is termed as more of an “initiative” than a treaty. So it is implemented simply by the respective Executive branches of all three governments.

So, for the recommendation of having an annual meeting, they have also managed to sneakily implement such a thing. Last September, in 2006, there was a meeting held at the Fairmont Banff Springs Hotel, the North American Forum meeting was held. It took place from September 12-14 and was sued as a venue to discuss North American integration. Documents obtained through a Freedom of Information Act (FOIA) request in the US by Judicial Watch were released publicly on their website. These documents include a list of those members that were present at the meeting. There were three Chairmen of the Forum, one from each represented country, George P. Schultz, former US Secretary of State for Reagan, Pedro Aspe, former Finance Minister of Mexico and the Canadian counterpart, Peter Lougheed, the former Premier of Alberta made up the Chairmanship. The Canadian participants of the North American Forum included, Perrin Beatty (CEO of Canadian Manufacturers and Exporters), Peter M. Boehm (Assistant Deputy Minister, North America), Thomas d’Aquino (CEO of the Canadian Council of Chief Executives), Stockwell Day (Minister of Public Safety), Wendy Dobson (Prof. UofT), Ward Elcock (Deputy Minister, Department of National Defence), William J.S. Elliott (Associate Deputy Minister, Public Safety), Richard L. George (CEO of Suncor Energy), Roger Gibbons (CEO of Canada West Foundation), RAdm Roger Girouard (Commander, Maritime Forces Pacific), Maj. General Daniel Gosselin (Director General, International Security Policy, Canadian Forces), James K. Gray (Chairman of Canada West Foundation), Fred Green (CEO of Canadian Pacific Railway), V. The Mexican participants included Chief Economist to the President, the Deputy Foreign Minister for North America, Mexican Ambassador to the US, former Deputy Minister of the Economy, former Senator and Chair of the Senate Foreign Relations Subcommittee on North America, the Secretary of Public Security, Mexican Ambassador to Canada, a former trade negotiator and CEOs of some of Mexico’s top corporations.

The US participants included Leslie Bassett (Deputy Chief of Mission, U.S Embassy Mexico City), Deborah Bolton (Political Advisor to Commander, US Northern Command [NORTHCOM]), Ron Covais (President of Lockheed Martin Corporation), Kenneth Dam (former Secretary of the Treasury), John Dickson (Deputy Chief Mission, US Embassy in Ottawa), Daniel Fata (Deputy Assistant Secretary for Defense for European and NATO Policy), Daniel Fisk (Special Advisor to President Bush, Senior Director for Western Hemisphere Affairs on the National Security Council), Ryan Henry (Principal Deputy Under Secretary of Defense), Thomas Huffaker (U.S Consul in Calgary), William Irwin (Manager of Chevron Corporation), Admiral Tim Keating (Commander, US Northern Command), E. Are you concerned yet? If not, you should be.

What exactly is going on here? Why are all these current and former government officials meeting with big corporate CEOs to create a “North American Community”? Could it really be that they want to raise Mexico’s standard of living that much? To this day, the only mainstream media voice to come out and say it like it is, calling this an elitist scheme to merge the three countries into an EU-like super-state, is Lou Dobbs on CNN. Recently, he had Robert Pastor on as a guest. Lou Dobbs quoted something out of the recently declassified documents that Judicial Watch obtained, and quoted Pastor as saying during the North American Forum meeting,"While a vision is appealing, working on the infrastructure might yield more benefit and bring more people on board, evolution by stealth." Dobbs continues to explain that this is destroying the sovereignty of all three nations and is completely in violation of the Constitution. Robert Pastor, in an October 24, 2006 interview with a Spanish publication, Poder y Negocios was quoted as saying, “What I'm saying is that a crisis is an event which can force democratic governments to make difficult decisions like those that will be required to create a North American Community. It's not that I want another 9/11 crisis, but having a crisis would force decisions that otherwise might not get made.”

This summation of the current processes under way to create a North American Union is by no means an extensive list. There are dozens of organizations, think tanks, interest and other groups in all three countries that are participating in the creation of this new integrated “community”. For example, one organization known as Triumvirate, has hundreds of students from Universities from all three countries come together once a year to simulate a meeting of a North American Parliament. Other participants in the simulations include journalists and lobbyists, however, it seems apparently clear that the journalists aren’t doing their “real” jobs, since we don’t know about it. Their website claims that the main objectives of this organization are to “raise awareness among future North American leaders regarding regional integration issues”, “to develop their sense of a North American identity”, and “to promote the creation of North American academic networks”. Participants in the Triumvirate include American University, Baruch College, Carleton University, Laval University, Simon Fraser University, and the Student Organization of North America.

It seems as if Robert Pastor’s “evolution by stealth” is indeed on its way. The question is, whether or not the Canadian, American and Mexican people will wake up to the reality and facts in time to stop it, or in the very least, have some say, because at the moment, what is being done is a disgrace to sovereign Constitutionalism, and a total attack upon Democracy.

I am simply writing this article to try and inform people on what I have researched and found to be going on in North America today. Here, we have CEOs of some of the largest corporations in the World, from the largest military contractor and war profiteer, Lockheed Martin, to an oil giant like Chevron, a mega-pharmaceutical corporation like Merck and to the world’s largest media corporation General Electric (also a military contractor), actually sitting down with the leaders of our countries to plan the disintegration of our countries and elimination of our Constitutions, to form a supranational entity called the North American Union.

If this Union is ever formed, for ANY reason, it will signal the end of Democracy, because it was brought about through lies, subversion of democratic rights and pure contempt for national sovereignty. You cannot lift an idol of Democracy from a swamp of lies and deception. If we do this, we do it democratically, or not at all. All that can come of this is that we hand over all rights, freedoms, responsibilities, and power to an undemocratic super-state. Sounds good for big oil, sounds good for the power of the military, sounds good for a war economy, sounds good for warring leaders and corporate oligarchy. Sounds like the end of everything Democracy and Freedom have ever accomplished.

Simulated Terrorist Attack PDX & Other Cities this week

On Friday, October 12th, 2007, Oregon Governor Ted Kulongoski and Portland Mayor Tom Potter announced that final preparations are under way in Portland for "TOPOFF 4," the largest and most ambitious exercise in emergency preparedness in U.S. history. Beginning on Monday, October 15, and ending on Friday, October 19, the exercise will simulate terrorist attacks in Portland, Phoenix, and the U.S. territory of Guam. The exercise is designed to test the rapid response and recovery systems of federal, state and local agencies.

Normally, emergency crews and civic leaders aren't in place and prepared when a terrorist strike happens. Tuesday, they will be. And that's because the "dirty bomb" that will explode won't really be dirty - and will be detonated by the same people planning to deal with its aftermath. Officially, the purpose of the mock dirty bomb release is so that live tracking of the plume can be observed and integrated into the exercise. When the "live action" portion concludes Wednesday night, the exercise will move to boardrooms and paper through Friday, concentrating on questions bound to emerge in the aftermath of a real dirty bomb.
Homeland Security Chief Michael Chertoff is reported to oversea the operation.

In 2002, Oregon submitted the application to participate in TOPOFF as a way to test the state's emergency response system and prepare for a major emergency. Agencies from Multnomah, Columbia, Washington, Clackamas and Clark counties also will participate.

In Gresham, Mayor Shane Bemis said he hopes his city's residents "take advantage of the concentrated attention on preparedness by making sure their families and households are ready in the event of an emergency or disaster." Portland area residents or other Oregonians interested in additional information during the TOPOFF 4 exercise are encouraged to call 1-800-SAFE-NET.

The Biggest Anti-Terror Drill in US history

The master scenario for this drill involves several Radiological Dispersal Devices (RDDs) or "Dirty Bombs" being detonated in Portland – one located at the East end of the Steele Bridge near the Rose Quarter affecting I-5, another to be detonated "somewhere along the US Highway 26 West Corridor". The project also is aimed at testing the National Response Plan and honing information sharing among government agencies and private-sector Information Sharing and Analysis centers, according to a document describing the exercise
They will set up hospitals with showers to clean off victims. They will test communication systems and chains of command. And they will hand out M&M candies as if they were pills.
Exercise spokesman, Lon Hoklin, says enough staff have been left on regular duty, to take care of routine problems like car crashes. Lon Hoklin: "If anything major happens during the exercise, the exercise will immediately terminate and all of the responders will go to the real emergency."

Lack of Local Citizens Oversight

Some criticize such drills because they don't involve the public -- making them somewhat unrealistic. Even the media are being kept at arms length during this TOPOFF 4 exercise, a situation that is unlikely to happen during a real attack. A memo about TOPOFF 4 from the Real Estate Information Sharing and Analysis Center to its members stated that the exercise would involve "a significant threat in the Washington, D.C., area." The ISAC memo referred to the simulated threat as "unusual and significant." Yet even as this drill begins, details from the previous national exercise held in 2005 have yet to be publicly released - information that's supposed to help officials prepare for the next real attack.

House lawmakers were expected to demand answers recently, including why the "after-action" report from 2005 hasn't been made public. Congress has required the exercise since 2000, but has done little in the way of oversight beyond attending the actual events.

A recent case in point: a group based in Portland called the Oregon Truth Alliance aired their concerns and objections regarding a series of upcoming anti-terrorism/national security drills scheduled to take place in their city this month. They were rewarded for their efforts in an October 2 editorial in The Oregonian, the local daily, that snickered:

“It's hard to know what's scarier: the idea of responding to a terrorist attack in Portland or the idea that the government is using a drill as a pretext to seize power, declare martial law and, possibly, attack Iran. The average Portlander doesn't give much thought to either notion, but a feverish fringe sees a disaster drill as evidence of a future police state . . . Fears and objections notwithstanding, though, Portlanders are being asked to welcome thousands of armed strangers.”

Background

TOPOFF 4, which is shorthand for "Top Officials," was started in 1998 under President Clinton as a way for states to prepare for natural and man-made emergencies.

The first federal Topoff drill was held in May 2000, before the formation of DHS. Topoff 2 took place in Chicago and Seattle in May 2003 to test responses to simulated dirty-bomb and biological-weapon attacks. The exercise involved thousands of public and private response agencies in both locations, as well as Canadian agencies. Topoff 3 was be held in Connecticut and New Jersey, with additional support in the United Kingdom.

TOPOFF is led by the Department of Homeland Security, the federal agency designated to respond to domestic terrorist attacks, the Department of State, which has the lead for responding to international attacks, the Federal Emergency Management Agency (FEMA), the FBI, CIA, National Guard, the United States Military, NORAD, the National Reconnaissance Office (NRO), Department of Defense (DoD), etc...) This will involve more than 200 domestic and international organizations, ranging from governmental agencies at all levels to private industry and non-profit organizations.

The program costs about $25 million a year and involves the federal government's highest officials, such as top people from the Defense and Homeland Security departments. The agency said the Oct. 15-19 exercise would be "the largest and most comprehensive" to date.

Top Off 4 was announced to the general public as early as March 07th, 2005.

"Top Officials 4 (TOPOFF 4) is the Nation's premier terrorism preparedness exercise, involving top officials at every level of government, as well as representatives from the international community and private sector."

"Exercises such as TOPOFF are an important component of national preparedness, helping to build an integrated Federal, State, territorial, local, and private sector capability to prevent terrorist attacks, and rapidly and effectively respond to, and recover from, any terrorist attack or major disaster that does occur. The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will also exercise prevention and intelligence gathering functions, which are critical to preventing terrorist attacks. Lessons learned from the exercise will provide valuable insights to guide future planning for securing the Nation against terrorist attacks, disasters, and other emergencies."

In August, national military and police forces carried out the terror drill Noble Resolve, focused on Portland as the simulated target of a 10-kiloton nuclear device. Investigating journalists found that top officials zigged and zagged in reply to straight questions about what they were going to do, were doing or had done. Various military commands offered varying explanations, and sometimes outright contradictions, as to the nature of the exercise. Portland Mayor Tom Potter claimed ignorance, and accordingly he ignored it all. A few days before the exercise, the US House Homeland Security Committee formally requested access to the troubling dictatorship directive, NSPD 51, just announced by Bush in May. n reply, a few days later they were formally told to go fly a kite by the White House. Access was denied to view the contingency plans, even for a member of congress.

More than 4,000 people in the Portland region—and nearly 15,000 people internationally—will simultaneously participate in the exercise. At least 25 state agencies, five counties, three tribes, 16 local jurisdictions and 36 private sector companies will also be involved.

According to an internal department briefing of next week's exercise obtained by AP, a dirty bomb will go off at a Cabras power plant in Guam; another dirty bomb will explode on the Steel Bridge in Portland, Ore., impacting major transportation systems, and a third dirty bomb will explode at the intersection of busy routes 101 and 202 near Phoenix.

Local Citizens encouraged to role play as victims

Local citizens are being encouraged to take part in this exercise. The website, t4volunteers.com allows people to sign up for roles to play during the exercise such as Victim/Role player, Team Leader (responsible for a group of 50 of the victims), and the Registration Team. (help with checking in and tracking the volunteers.) The exercise options are the following:

Cascade Campus will serve as a backup command center in conjunction with Oregon's participation. Approximately 50 key emergency preparedness officials will be housed in the garage area of Cascade Campus' Public Services Education Building which will serve as a backup command center.

Several other drills are taking place at the same time

This year's VS-08 exercise combines the VS-08 hypothetical war scenario over the North American shelf with the conduct of major domestic anti-terrorist drills under TOPOFF 4.

US Northern Command (USNORTHCOM) has just announced plans for an anti-terrorism exercise called Vigilant Shield 2008. The series of exercises is mandated by the US government to prepare, prevent and respond to any number of national crises that would call for the use of the military inside the United States. Vigilant Shield 2008 builds a scenario of a domestic disaster in the US (terrorist attack or natural disaster). It posits the domestic use of the US military including a special role for the US Air Force.

Hypothetically, a terrorist event could trigger the massive deployment of the US military as part of a national emergency. If a terrorist incident were to occur and Iran were to be blamed for the attacks, the military could also be used to shunt anti-war opposition within the US.
A precedent for the domestic use of the US military within US cities was established in New Orleans during Hurricane Katrina.

Vigilant Shield 2008 is said to be designed to deal with a terrorist or natural disaster scenario in the United States. Yet, the deployment of the US forces in the upcoming US military-security exercise, organized by Homeland Security and the Pentagon, resembles a war-time air scenario over North America and the Pacific rather than an anti-terrorist drill. Canadian territory is also involved through NORAD and so is Guam in the Pacific Ocean.

The Iran Link: Air War Scenario?

The involvement of a Pacific front suggests a scenario of confrontation with Russia or China. The Pacific Ocean, along with an arctic route across Canada are the most likely routes for hypothetical Chinese and Russian aerial attacks in response to a broader global war resulting from attacks on Iran. These assumptions were actually built into last year's Vigilant Shield exercise (Vigilant Shield '07).

USNORTHCOM's primary exercise venues for VS-08 include locations in Oregon, Arizona and a cooperative venue with USPACOM in the Territory of Guam. NORAD's aerospace detection and defense events will take place across all the exercise venues, to exercise the ability to mobilize resources for aerospace defense, aerospace control, maritime warning, and coordination of air operations in a disaster area.

This is extremely disturbing for it points me in a direction beyond a false flag attack on US soil and more in the direction of the potential of a conflict with China and Russia. For example:

The JPOST reported in August that "The leaders of China, Russia, and four Central Asian states will observe joint war games being held this month by their countries' armed forces, China's foreign ministry said Thursday. The Aug. 9-17 drill, called "Peace Mission 2007," in eastern Russia will coincide with an annual summit of the six-nation Shanghai Cooperation Organization, Chinese Assistant Foreign Minister Li Hui told reporters at a briefing. "This is the first time that all the leaders of SCO nations will attend the war games," Li said. "All the member countries put a high value on these drills."

The exercises are aimed at countering terrorism, including a scenario in which militants occupy a town, requiring SCO forces to retake it by force - a scenario similar to threats faced by Russia in the Caucuses."

In another report, RIA Novosti is reporting that the Russian bomber patrols are still ongoing, currently in the form of another war game scenerio. From the article:

“Russian strategic bombers will conduct October 16-30 a series of long-range training flights, with simulated bomber raids and missile launches, an Air Force spokesman said on Monday. Russian strategic bombers Tu-160, Tu-95 and Tu-22M3, and Il-78 aerial tankers will conduct flights over the Arctic region, the Atlantic and the Pacific oceans, and the Black Sea, with simulated bombing raids and firing of cruise missiles at testing grounds in northern and southern Russia.

Moscow announced in mid-August that regular patrol flights by strategic bombers had been resumed, and would continue on a permanent basis, with patrol areas including commercial shipping and economic production zones. The U.S. administration expressed concern about the resumption of patrol flights by Russian strategic bombers.”

While the Russians flex their aerial muscles, the Japanese are expressing concern of their own through their own multinational naval drills. Singapore is participating in a multinational maritime exercise that is hosted by Japan in the seas off Izu Oshima, and at the ports of Yokosuka and Yokohama.

"Exercise Pacific Shield" seeks to prevent the proliferation of weapons of mass destruction through a multinational effort. Besides Singapore, other participants are Australia, France, Japan, New Zealand, the UK and the US. They will be joined by nine observer countries, including India, Malaysia and Vietnam. The maritime exercise is held under the ambit of the Proliferation Security Initiative (PSI), and takes place from 13 to 15 October. “

Earlier this year, we witnessed Solid Curtain 2007. A navy website reported the facts about the drill on September 21st, 2007.

“Exercise Solid Curtain 2007, a Navy force protection exercise, will be conducted on all naval installations in the continental United States Sept. 14 - 21, 2007. Exercise Solid Curtain 2007, conducted to enhance training and readiness of naval security personnel, is a regularly-scheduled exercise and is not in response to any specific threat. While disruptions to base operations will be limited, there may be times when the exercise causes increased traffic or delays in base access. Area residents may also see increased military activity associated with the exercise.”

In September, The Department of Homeland Security sponsored an event in Huntsville, AL where children had the opportunity to participate in a mock martial law oriented disaster exercise. The event called the Be Ready Camp is being was held in two sessions as part of the governments National Preparedness Month initiative.

In Kansas a larger natural disaster drill is taking place during Top Off 4 and Vigilant Shield.

Domestically, even FEMA is modifying their tune. FEMA recently announced a change in their preparation plans. The Federal Emergency Management Agency is quietly drawing up plans for a handful of disasters: devastating earthquakes beneath San Francisco and St. Louis and catastrophic storms in South Florida and Hawaii, FEMA's chief said Thursday.

Why are all these anti-terrorism and war game drills taking place at the same time?

"Linked Exercises"

The administration is talking about "linked exercises", where war scenarios are conducted simultaneously and in close coordination with civilian anti-terrorist drills. This central concept --which underlies the "Global War on Terrorism"-- has a direct bearing on the conduct of the US led war in the Middle East. At the same time, the process of "domestic security" has become entrenched and integrated into military planning.

The 'linked exercises" provide an environment which favors the militarization of civilian institutions. They also impart the military with a further opportunity to interfere in domestic civilian law enforcement and judicial functions. The conduct of the anti-terrorist exercise is intended to justify the need to retaliate against an illusive outside enemy (Al Qaeda), even if the US is not attacked. TIME magazine has recently questioned the drills and some of their problems with oversight.

“The public and the media have never been allowed to fully participate in the nation's most elaborate counterterrorism drills and this is a reality that we wish to let the general public know about.”

Drills that have gone “live” in the past spark great concern on the internet

The 911 Truth Movement is spearheading the cry for greater transparency, for good reason. Many people have seen the fact that these types of drills have had a strange habit of mysteriously and spontaneously "going live". The examples cited are September 11th, 2001 and the London Bombings of 7-7-05.

On the morning of 9/11/01, US northeastern air defenses were crippled by a Cheney-Rumsfeld production that combined at least four exercise scenarios -- Vigilant Warrior, Vigilant Guardian, Northern Guardian and Northern Vigilance -- and which, per script, diverted to northern Canada or Alaska many of the NORAD fighter jets that would have been scrambled per standard operating procedure in the event of a suspected hijacking. And the few planes left out of the exercise were not airborne until 80 minutes after the first hijacking alert -- about 70 minutes longer than normal.

As part of the exercises, false radar blips showed up on air traffic controllers' screens that masked the flight patterns of the four hijacked jets and led controllers to believe that as many as 22 planes had been hijacked. Per standard procedure, various regional air traffic control centers notified the FAA, which passed on the alerts to NORAD, which couldn't respond because they hadn't enough fighters available to handle that many hijackings. Because of the ongoing drills, they didn't even know which blips represented actual threats.

Also noteworthy is a fifth exercise taking place at the same time, this one conceived by the National Reconnaissance Office (the NRO operates the US network of spy satellites) and carried out by CIA operatives. This exercise was designed to test emergency response capabilities in the event that an off-course plane crashed into one of the NRO's four office towers.

The name "Vigilant Shield" brings to mind "Vigilant Guardian," the 9/11/2001 Air Force exercise that pulled away fighter aircraft supposed to guard mainland America and sent them off to counter a simulated Russian attack in Alaska. Vigilant Guardian may also have been simulating hijacked aircraft, thereby confusing the few remaining fighter aircraft guarding us. Given that Vigilant Guardian was anything but a vigilant guardian on the day of the last U.S. terror attack, just how reassured should we feel by the feel-good name of Vigilant Shield?

On that day, multiple Government agencies including FEMA, the FBI, CIA, National Guard, The United States Air Force, NORAD, the National Reconnaissance Office (NRO), Department of Defense (DoD), Civilian Air Traffic Controllers and multiple other agencies were all participating in fifteen simultaneous emergency exercises – drills, some of which the master scenario involved hijacked airliners crashing into the World Trade Center towers in New York City, the Pentagon in Washington DC, and several other coincidentally strange targets, like Dulles International Airport. Strange, because George W. Bush's younger brother Marvin P. Bush was principal in a company called SecuraCom (now Stratesec) that had an ongoing contract to handle security for the World Trade Center, United Airlines, and Dulles International Airport. Flight 77 (the plane that supposedly hit the Pentagon) left from Dulles International Airport at 8:20am.

Oddly, the 9/11 Commission barely mentioned these exercises, citing only one in a footnote and ignoring the rest. Now to London. On 7/7/05, the private firm Visor Associates ran a mock bombing drill involving three train stations and a double-decker bus. As the exercise began, bombs exploded at those same three stations and, about an hour later, on that same bus route.

The growing concern about a futuristic Martial Law reality

The rationales and blueprints for implementation of martial law are already on the books. Reasoning that the USAPATRIOT Act(s) and the Military Commissions Act weren't quite repressive enough, on May 9, 2007, Bush issued a document entitled "National Security Presidential Directive/NSPD 51" and "Homeland Security Presidential Directive/HSPD-20." This directive outlines the federal government's plan for maintaining continuity in the face of a "catastrophic emergency."

The document defines a --catastrophic emergency-- as --any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function.-- Well, that certainly narrows things down.

If any of these events occurs, Bush grants himself the power to lead the entire federal government, not merely the executive branch. And, recognizing his veneration of constitutional law, he graciously gives himself sole responsibility --for ensuring constitutional government.

Local Preparations VS. Federal Preparations

Regardless of your position on the Bush Administration and the War on Terror, the key element within all of these drills is a dependency on the government. These is very little oversight into their drills and the information gathered. Instead of being shared with the local governments, our local police and authorities are being training in these drills to work under the federal government and their contractors in the case of a disaster. Most Portlanders remain unaware of the basic facts of this drill and are no more prepared the week after Topoff 4, then they were a week before the drill.

Most alarming, is the lack of education on the national and local level on how to take care of yourself without aid from the government and it’s growing multiple agencies. This is of grave concern for anyone who believes that these threats are real. The message being sent from locals in the Portland 911 Truth movement is very clear.

If you have nothing to hide, you have nothing to fear. They tell us this mantra regularly in the post 911 world. now it’s our turn.
